Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Director, Contracts and Procurement within the Division of Administration and Technology. 

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position manages and oversees all aspects of the agency's Contracts and Procurement Office and ensures appropriate and consistent Statewide interpretation of and compliance with State procurement laws, regulations, policies and procedures are followed.

POSITION DUTIES

Incumbent will provide direction, supervision and guidance to staff with regards to work assignments, evaluation reviews and training.  The position will secure the goods and services needed for successful Departmental operation to include building key relationships with both suppliers and internal teams; overseeing the preparation of proposals and negotiations; administering contracts in accordance with State policies; adhering to State legal requirements; providing guidance on complex contract and procurement issues; reviewing and analyzing the content of documents;  monitoring contract performance after award; assembling statistical data; preparing reports; and representing the agency at important State procurement meetings. The individual will attend Board of Public Works meetings; review proposed State legislative bills; respond to audits; enforce contract compliance with State programs; serve as Purchasing Card Program Coordinator; conduct pre-bid/pre-proposal meetings; and direct/monitor large complex procurements and awards.

Ideal candidate should possess strong management, supervisory, knowledge transfer, training, written and oral communications skills, strong organizational skills and a desire to create an empowering team environment and superior customer experience.  Experience in using FMIS software; able to work with high level public and private sector officials and maintain effective working relationships and handle multiple, concurrent high priority projects. Proficiency with Microsoft, Word, Excel, Access, Google Suite, the Internet and/or other relevant software. 

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university. 
Experience: Six years of State of Maryland experience in contract management and procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and at least two years supervising a contract/procurement staff.  Must have experience with ADPICS and preparation of procurement documents in excess of $100,000.
Notes:
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.
3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.
