POSITION DUTIES

Main Purpose of Job:
The main purpose of this position is to train inmates and oversee the production of MCE product(s) at the Brush and Carton Plant within a correctional facility.

Job Duties:
  • Supervises the overall operation of an industrial, manufacturing shop at MCTC while providing training to staff and inmates.   
  • Plans and schedules production operations in coordination with Pertinent Departments.
  • Coordinates the delivery of finished products to customer.
  • Prepares "costing sheets" for items produced.
  • Plans and implements the production of new or modified products in response to market trends and customer needs; 
  • Evaluates current materials being used for economic and production efficiency.
  • Inspects plant facilities to determine efficiency of operations and inmate training. 
  • Briefs appropriate staff on changes in MCE, institutional or Division of Correction Policies, activities and incidents, staffing, and personnel changes.
  • Formulates and recommends policies and standards governing production operations.
  • Establishes and maintains a uniform production and inmate training record system.
  • Oversees a preventive maintenance program.
  • Maintains accurate records and locations of all equipment.
  • Prepares reports for Regional Manager, Customer Service, Operations Manager, and Fiscal Department.
  • Responsible for control and management of all Plant assets to include equipment, raw materials, and supplies.
  • Enforces Safety, Security, and Fire regulations.
  • Reviews and takes proper actions relative to inmate complaints and infractions.
  • Maintains procedures for tool control and toxic or hazardous materials.
  • Makes regular inspections of the shop to ensure that security and safety measures, policies and regulations are enforced; 
  • Determines and controls quality and quantities of production and establishes economic production standards

MINIMUM QUALIFICATIONS

Experience: Four years of experience involving the training or supervision of lower-level workers in brush, box/ carton, or general industrial manufacturing production. 

Notes: 
1. Specific educational requirements and other selection standards are set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code and are listed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs and must successfully complete the Correctional Entrance Level Training Program upon hire.  

DESIRED OR PREFERRED QUALIFICATIONS

Experience in both brush manufacturing and box/carton manufacturing
