Main Purpose of Job

Supervise the Workforce and Technology Center (WTC) on the evening shift to ensure the consistent and effective operation of the Center. Provide direct supervision to evening shift staff who are assigned to provide and oversee consumer residential and enrichment services including provide crisis counseling and supportive teaching. Ensure the maintenance of a healthy, safe, and sanitary environment for consumers. Assess, plan, implement, and perform enrichment services that sustains the vocational and independent living goals of individuals with severe disabilities. Serve as the Lead for the Division of Rehabilitation Services (DORS) security staff on the evening shift in absence of supervisor.

POSITION DUTIES

Manage, coordinate, and monitor the WTC operation on the evening shift. Assess emergency and crisis situations, and provide leadership and technical support to staff during emergency/crisis situations. Supervise staff to ensure they inspect and monitor residential and enrichment services for safety, security, and cleanliness. Provide monitoring and supervision of consumers receiving enrichment and residential services to ensure compliance with Center, enrichment, and residential rules. Provide advice and guidance to staff in observing and reacting to the behavior of consumers and suggest methods of de-escalating potential issues or situations.  

Plan, design, implement, evaluate, and perform a daily enrichment services program of activities that provide accessible and unique opportunities for all WTC consumers. Plan, coordinate, supervise, assign, and evaluate the work of staff. Daily enrichment services program includes enhancing, implementing, providing, and managing Travel Training program to teach consumers how to commute between home or internships sites and the WTC using public transportation or using local community public transportation.

MINIMUM QUALIFICATIONS

EDUCATION:

Bachelor's Degree.

EXPERIENCE:

Two years of administrative, librarian, teaching or rehabilitation work in education, library, or rehabilitation programs.  

NOTES:

  1. Additional experience as defined above directly related to the position may be substituted for the required Bachelor’s degree at the rate of one year of experience for one year of education.  
  2. Possession of a Master’s degree may be substituted for one year of the required experience.

SELECTIVE QUALIFICATIONS

Must possess a current motor vehicle operator’s license valid in the State of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of: types and severity of disabilities and related issues; principles of safety, security, and cleanliness of residential facilities serving residents with severe disabilities; principles of emergent care at residential facilities; supervisory skills and the evaluation of staff; theories and principles of behavior and personality development and the dynamics of interpersonal relations; federal and state laws and regulations governing the care and treatment of persons with disabilities, including basic rights and confidentiality; and basic and alternative communication skills and interaction techniques.  Ability to: supervise and provide technical guidance to staff; develop, modify, implement, and evaluate department business practices; access and respond to emergency situations and provide direction and technical support to staff and emergency responders; communicate effectively with residents with severe disabilities and staff especially during emergency/crisis situations; effectively apply the rules, regulations, policies, and procedures of the Division of Rehabilitation Services and the Workforce and Technology Center; exercise sound judgment and initiative; and work as a member of a rehabilitation team.

SPECIAL REQUIREMENTS

  1. Employee will be assigned duties which require the operation of a motor vehicle including a car, five-passenger van, and a 12-passenger van. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.  
  2. This position is emergency essential personnel. The shift will be primarily Sunday - Thursday 3:00 pm -11:30 pm but may be adjusted to cover other shifts as needed.  
  3. Employee is subject to call-in and, therefore, will be required to provide the employing agency with a cell phone number where they can be reached.
