Main Purpose of Job
Supervise and manage DORS professional and support staff and programs in order to ensure the application of federal and state laws, regulations and Division policy in determining the eligibility of individuals with disabilities for vocational rehabilitation services, the planning and implementation of vocational rehabilitation services to assist those individuals maintain, prepare for and obtain gainful employment consistent with their skills, capacities and vocational choices within a reasonable period of time as defined within Individualized Plans for Employment.
Plans, develops, implements and maintains a comprehensive service delivery system; provides supervision, direction and training to staff and evaluates performance; manages budget and program activities; reviews and approves services for clients in accordance with established policies; facilitates working relationships with schools, agencies, businesses and organizations; serves as a resource of information about employers and employment opportunities and initiates activities to foster community awareness and employment of individuals with disabilities.
A Master’s Degree and/or course work in Management, Supervision or Administration, or Certification by an approved Commission is preferred.
Four years of professional work experience in providing rehabilitation services, two years of which must have been as a Vocational Rehabilitation Technical Specialist at the full performance level within the designated option. Two years of the required experience must have included specialized experience in providing rehabilitation counseling, vocational evaluation, or employer relation services to clients with physical or mental disabilities; or teaching services to clients with partial or total visual impairment
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of vocational rehabilitation policies, procedures, regulationsand directives in planning and providing professional rehabilitationservices; knowledge of Federal and State laws and regulations governingthe administration of vocational rehabilitation services; knowledge oftechniques in determining program effectiveness and in recommendingcourses of action for improved performance; ability to train and motivatestaff; ability to plan, organize, direct and supervise the activities of anadministrative unit and to supervise the work of others; ability to exercisesound judgment and initiative; ability to establish and maintain effectiveworking relationships with clients, employers and other professionals; ability to plan and organize assigned work to accomplish established goals in a timely manner.
