Main Purpose of Job

This is a contractual position responsible for the programmatic and fiscal monitoring of prekindergarten programs in compliance with the grant requirements of the Preschool Development Grant- Expansion Grant for program accountability across Maryland.

POSITION DUTIES

Develops strategies and procedures which comply with the provisions of legislation authorizing the PreK Expansion Act of 2014;  develops protocol, products, and technical assistance, services as specified in the grant for funding the design and operation of prekindergarten and to promote school readiness through the development and expansion of collaborative approaches to the delivery of high quality, comprehensive, full day prekindergarten programs and comprehensive support services; monitors and evaluates all activities of the prekindergarten expansion sites operated by local boards of education and community-based programs; provides technical assistance to local school systems and community based programs regarding the intent in the design and operation of prekindergarten expansion sites, assuring that funded programs meet state-approved goals and objectives; supports the independent evaluator in conducting a long-term evaluation of the prekindergarten expansion sites.  

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Early Childhood Education, Educational Administration/Supervision or a related Educational field.  

EXPERIENCE: Four (4) years of professional teaching experience and coordinating or administering an education program or service; including two years of the experience directly related to the position option. Experience with compliance and monitoring of programs is desired.  

Notes:

1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.

2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Section 2-104 of the Education Article of the Maryland Annotated Code. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Must show on your application that you have professional teaching experience and with coordinating or administering an education program or service directly related to Early Childhood.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with compliance and monitoring of Early Childhood programs preferred. 

Experience in grant monitoring, administration and implementation highly desired.

EXAMINATION PROCESS

The assessment may consist of a rating of your education, training, and experience related to the requirements of the position and your answers to the supplemental questions.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.

As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
