Main Purpose of Job

This is a contractual professional position serving as the Extended Learning Specialist responsible for providing leadership & technical assistance to local Maryland Public School recipients of the Learning in Extended Academic Programs (LEAP) grants for out-of-school time and academic enrichment programs that are designated to improve the achievement of disadvantaged children.

POSITION DUTIES

Serves as the technical specialist for the monitoring of LEAP funded out-of-school time and academic enrichment programs. Processes reports and provides prompt feedback to grantees. Provides leadership, managerial direction & technical assistance to local recipients of the LEAP grants by providing capacity building, training & technical assistance to assigned grantees. Assist in the design, development, implementation & evaluation of out-of-school time programs designed to improve the academic achievement of disadvantaged children. Provides professional development to LEAP grantees by planning agendas based on results of site visits, reporting, spending of funds, etc.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education or Education Administration.    

Experience: Four (4) years of professional administrative or teaching experience within an educational setting.  Experience with federal and/or State grants management and fiscal management of an educational / academic program required.

SELECTIVE QUALIFICATIONS

Knowledge of the components & administration of out-of-school time and academic enrichment programs; knowledge of Learning in Extended Academic Programs grants; knowledge of grant processes, fiscal & financial management, program management; skill in implementing, monitoring & evaluating educational programs & making sound recommendations; skill in designing, implementing & evaluating professional development programs; ability to coordinate, manage & organize multiple tasks & timelines to ensure timely delivery of materials & projects; ability to exercise initiative & sound judgment in making decision; ability to communicate effectively, both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.

As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.

The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
