Introduction

The Office of the Public Defender is seeking a well organized, customer service and detailed oriented applicant with excellent problem solving skills, and highly proficient in the Microsoft Office Suite and web applications. This position requires excellent communication skills and involves significant client contact to provide and gather information over the phone. The Executive Associate III position performs administrative support work and acts as the personal administrative assistant to the Public Defender of Maryland.This position may supervise lower-level secretarial or clerical employees. Travel between offices will be required.

This a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to provide personal administrative assistant support to the Public Defender.  Employees in this classification may supervise lower-level secretarial or clerical employees.        

POSITION DUTIES

Incumbent will handle issues from clients and citizens concerning the Office of the Public Defender and its employees.  An issue may come through the Governor’s office, a member of the House of Delegates, a Maryland Senator, a U.S. Senator, or directly to us.  Depending upon the nature of the issue the incumbent may speak directly with the District Public Defender or Division Chief. Upon reviewing all information concerning the issue, the incumbent shall make appropriate recommendations to the Public Defender for remedying the situation.  The incumbent may prepare correspondence to the complainant. 

 

The incumbent will attend and coordinate statewide District Public Defender/Division Chief Meetings; Serve as communication liaison between Public Defender and Board members as needed; Coordinate meetings and events, as necessary. Learn new software and applications as needed; and Serve as the Content Manager for OPD External Website (Wix Platform) and OPD Intranet (SharePoint). 

This position interacts with clients, board members, District personnel, jurisdictional leaders, and other State agencies to facilitate the gathering of project information when necessary.  The selected employee will possess excellent interpersonal, written and oral communication skills; ability to work with high level public and private sector officials and maintain effective working relationships and handle multiple, concurrent and high priority projects. Some statewide travel is required.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: A minimum five (5) years of experience in an administrative or secretarial support capacity.

Note:

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.

A bachelors degree from an accredited university and/or some college experience is preferred.

Five-Seven years of experience in an administrative or secretarial support capacity with at least two (2) years reporting to an executive and/or senior level management.

High level of proficiency in Microsoft Office Suite (i.e., Word, Excel, and PowerPoint).

Experience with managing the content for websites, intranets, and/or SharePoint.

Ability to multi-task, prioritize and meet deadlines.

Ability to exercise sound judgments, tact, and discretion with limited supervision.

Strong verbal and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Applicants who meet the minimum qualifications will be admitted to the examination for this classification.  Successful candidates will be ranked as BEST QUALIFIED, BETTER QUALIFIED, OR QUALIFIED and placed on the employment (eligible) list for at least one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  You may be required to complete a qualifications supplement, or the rating may be based on your application.  Therefore, it is important that you provide complete and accurate information on your application.  Report all experience and education that is related to this position.  

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
