Main Purpose of Job

This is a management service position serving as the Director of the Office of Human Resources responsible for directing all human resources functions that support the mission of the agency. Functions include recruitment, employee relations, labor relations, compensation, position classification, employee benefits and services, policy development, workforce planning, timekeeping and employee information systems (Workday).

POSITION DUTIES

Provides managerial supervision of professional and paraprofessional human resources staff working in the areas of staff employment, employee relations, benefits, and classification;  serves as the designated appointing authority for the State Superintendent of Schools; responds to management concerns and advises senior management, supervisors, and employees regarding solutions to concerns; oversees delegated human resources activities for the Division of Rehabilitation Services; provides human resource services that address organizational needs and assure equity; consults with the executive team to translate strategic goals into human resource strategic and operational plans; recommends and oversees the development and update of policies; coordinates human resources activities with the Office of Personnel Services and Benefits with regard to obtaining interpretation of laws, regulations, and guidelines; serves as member of the MSDE Fair Practices Team; leads activities and initiatives promoting employee engagement and retention.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s degree in a related area; a Master’s in Human Resources, Public Administration, Business or a related field is preferred.  SHRM-SCP, PHR, SPHR or IPMA certification is desirable.  

EXPERIENCE: Five successful years of experience in human resources that includes recruitment and selection, employee relations, policy formulation, salary administration or other HR related area; experience supervising human resources staff and program management are required.  Proficiency with Workday or other similar HRIS highly desirable.  

Note: Applicants may substitute 30 graduate college credits in HR, Public Admin., or Business for one year of the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the theories, principles, laws, and practices associated with human resource management and supervision of employees; knowledge of policy development and implementation; knowledge of human resources information systems, word processing,  spreadsheet, and database software; skill in resolving complex human resources issues by applying various methodologies and deciding among several solutions; skill in communicating clearly and effectively; skill in maintaining harmonious and effective working relationships with stakeholders, directors, managers, supervisors, coworkers, officials, and the general public; ability to learn program content areas; ability to design and present staff development and training programs.  

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
