Department of Housing and Community Development Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.
POSITION DUTIES
The HR Generalist manages the day-to-day operations of Human Resources for the Department. This position reports to the Senior HR Generalist and will provide support for a wide variety of activities of human resources including recruitment, classification, benefits and labor relations. The incumbent of this position will be responsible for coordinating permanent and contractual recruitments from the beginning to the end. Areas of primary focus are full life cycle recruitment activities to enable divisions and programs to promptly and effectively fill vacancies using the JobAps applicant tracking system, utilization of Workday HRIS system in conjunction with other personnel databases and systems. This position performs classification analysis duties by reviewing position descriptions and supporting documentation for reclassifications, acting capacity requests, and contractual classification study review prior to submission to the Department of Budget and Management. The incumbent must be knowledgeable of Code of Maryland (Personnel & Pensions), and COMAR.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

DESIRED OR PREFERRED QUALIFICATIONS
Master's degree in Human Resource Management, Business, or a related field
At least one year of experience working with HRIS including but not limited to: Workday, JobAps, Taleo, Peoplesfot, Oracle, Ultipro, etc.
At least one year of experience utilizing the Code of Maryland Regulations (COMAR) & State Personnel & Pension System (SPPS)
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
