Main Purpose of Job

This recruitment is for multiple positions within the MDH, Office of Human Resources, Recruitment Eligibility, Outreach, Classification and Salary Unit. 

Position One - The main purpose of this position is to function as a Classification Specialist for MDH.  The position makes recommendations and processes Department’s reclassification requests and compensation requests to include but not limited to Acting Capacity Requests and Above Base Requests.  This position will provide guidance to all of MDH to include Headquarters, Local Health Departments and Facilities in reference to any reclassification and compensation requests, as well as, communicate with DBM regarding these requests.

Position Two - This position learns to recruit health programmatic and operational professional, paraprofessional and administrative resources for all vacant positions with the Department of Health and Mental Hygiene.  This includes but is not limited to: learning to review applicants for minimum qualifications, learning test construction (with input of hiring programs), learning applicant scoring, learning certified list construction, learning JobAps (online recruitment system), attending job fairs/networking events with senior staff, online and print advertising and media planning, and participation in ongoing Departmental branding/marketing efforts.   

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: None. 

Notes:        

1. Professional HR management work in the areas of recruitment,  classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.  

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required education. 

 

 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate would possess:

  • Experience with processing transactions in Workday;
  • Experience with classification and/or job analysis and evaluation;
  • Experience rendering approvals/denials in written form;
  • Experience with recruitment;
  • Experience evaluating applications for minimum qualifications and creating certified lists; OR
  • Excellent written and verbal communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.  

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
