LOCATION OF POSITION
Main Purpose of Job
The Department of Natural Resources (DNR), Engineering & Construction Unit, is currently accepting applications for an Agency Project Engineer/Architect Lead under direction of the Deputy Director. If you desire to leave the repetitious world of Site Plans and Subdivisions to help the State construct new parks, camp grounds, off-road vehicle trails, bridges, shooting ranges and fish hatcheries then you need to apply for this position.
This position will have projects across the entire state such as rebuilding Ocean City and Assateague’s beaches, helping to construct the Fair Hill Equine Improvements so the State can host top level racing completions at our world class facility, creating off-road vehicle trails at our new 2,000 acre Wolf Den State Park in Garrett County, or constructing the new Albert Powell Fish Hatchery so the State can continue to raise trout to stock our many rivers and lakes.
This position will also help maintain DNR’ bridges, dams, extensive infrastructure, marinas, waterways and historic structures. This is not your typical civil design position. DNR is looking for a person who is passionate about the environment, the preservation of our natural resources and wants to work with a group of amazing people that are devoted to DNR’s Mission of securing a sustainable future for our environment, society, and economy by preserving, protecting, restoring, and enhancing the State’s natural resources.
This position is responsible for developing designs, design reviews, site inspections and project management of agency operating projects and acts as a liaison to the Department of General Services on large-scale multi-year capital projects.
Candidates should have knowledge of following: Advanced principles and practices of engineering as applied to site development and public works, including planning and development, design and construction, operation maintenance and engineering services; federal and state environmental permitting regulations; engineering methods of preparing permits, designs, plans, specifications, estimates, reports, and recommendations relating to site development and public works improvements.
Candidates must have the ability to: Plan, organize, and direct comprehensive engineering and capital improvement projects; schedule and program work on a long-term basis; conduct thorough engineering investigations related to site design, storm water management; prepare construction documents with the use of AutoCAD; express ideas on technical subjects clearly and concisely, orally and in writing; read, understand, and apply complex materials; operate a vehicle in the course of employment; understand and carry out oral and written instructions; establish and maintain effective relationships with those contacted in the course of work.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in engineering or architecture from an accredited college or university.
Experience: Three years of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.
Notes:
1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.
2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
PREFERRED QUALIFICATIONS:
1. Two years of experience in Civil Engineering site development design utilizing AutoCAD.
2. Stormwater Management Design experience.
3. Maryland Department of the Environment Permitting experience.
4. Technical specification development experience.
5. Review of site development and utility construction drawings and specifications experience.
