Main Purpose of Job
This is an entry level Engineer position. This position will learn to perform technical reviews of activities which change the course, current or cross-section of waterways, including the 100-year floodplain, in the State. This position is also responsible for coordinating with the U.S. Army Corps of Engineers, the Department of the Natural Resources and other State and local agencies on the review of projects that propose impacts to waterways and/or the 100-year floodplain.
Additionally, this position will learn to prepare and make permit decisions; represent the Waterway Construction Division, the Water and Science Administration and the Department in a variety of situations, provide guidance to consultants, applicants, local government and others on waterway policies, procedures and documents; and, will review and provide comments on proposed nontidal wetlands and waterways laws and regulations.
Work involves exposure to uncomfortable or unpleasant surroundings. Site visits may be conducted in all kinds of inclement weather. The incumbent may be exposed to insect bites/stings, poisonous plants, chiggers, "seed" ticks, snakes, and wild and domesticated animals. Site visits usually involve long walks up to approximately a mile and walking thru waterways or uneven terrain such as traversing steep slopes and stream banks and may result in falling. The incumbent will be required to wear protective equipment.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Notes:
1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.
2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has a Bachelor's degree in Engineering in any of the following disciplines:
- Civil;
- Agricultural;
- Environmental
It is also preferred that the selected candidate has the following:
- Experience or knowledge with hydrologic/hydraulic modeling programs such as: HEC RAS, GIS Hydro, TR-20 or TR-55;
- Has had classes or other training in: Open Channel Flow, Fluid Mechanics, or fluvial Geomorphology;
- Experience with MS Office Suite Applications. (Excel, Access)
