Main Purpose of Job

Responsible for the operations and maintenance, utility services, energy management, and fire and emergency services for all Maryland Army National Guard facilities. This includes oversight of engineering operations that include, but not limited to military engineer construction projects and the agency self-help program. The FM Branch is also responsible for the financial planning, programming, budgeting, budget execution and accounting for both State and Federal government. Serves as the primary contact for individual and facility or reservation managers. Responsible for the maintenance, repair and construction activities within their region. Value of projects range from $1 to over $5M.

POSITION DUTIES

Oversees work and performance of subordinate staff of the Facility Management Branch. 

Coordinates with all branched of the CFMO in the execution of projects.

Supports the preventative maintenance program.

Strives for organizational transparency by communicating status of facilities and projects in an active and passive capacity.

Establishes priorities, executes priorities, writes scopes of work and request for proposals, and inspects contracted work.

Executes energy projects with region.

Oversees and inspects Troop Labor Projects.

 

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Two years of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes:

1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached.
