Main Purpose of Job

This position serves as the Deputy Assistant Director of Finance for the Department of Human Services (DHS), Baltimore City Department of Social Services (BCDSS) and oversees the coordination and management of Accounting Operations of the BCDSS Finance Division in accordance with applicable State, Federal and agency laws, rules, policies and procedures. The incumbent in this position is responsible for ensuring that all funds received and expended by BCDSS are properly documented and booked utilizing various departmental worksheets and system reports; and the implementation of financial deadlines to ensure the adherence to all imposed daily, weekly and monthly deadlines.

POSITION DUTIES

Oversees the management of Accounting Operations of the BCDSS Finance Division and coordinating the work performed by the Accounting Operations Staff in accordance with applicable State, Federal and agency laws, rules, policies and procedures; provides leadership, supervision, training, guidance and direction to the Chief of General Accounting (Accounts Payable Unit and Accounts Receivable Unit), Payroll Manager, Reconciliation Unit and the Banking Manager; recommends disciplinary actions and decisions regarding the hiring and promoting of employees; develops, implements and maintains effective internal controls to ensure that all assets are safeguarded; and attends statewide finance meetings and training to stay current with state departmental policies and procedures.

Monitors and controls system requirements, and the modification procedures to fit the work environment; examines, analyzes and interprets accounting systems, records and reports by applying generally accepted accounting principles; ensures that all funds received and expended are properly documented and booked utilizing various departmental worksheets and system reports; develops and modifies the divisions accounting procedures to accommodate state and federal government requirements; oversees the preparation of monthly bank reconciliations for five (5) bank accounts and submission of the monthly detailed revenue and expenditure reports which reconcile our daily processed thru the state mainframe systems; prepares the preparation and submission of the monthly 302 Reports and Balance Sheet; directs the implementation and operations of the following automated accounting systems: Automated Financial Systems (AFS), the Maryland Children’s Electronic Social Services Information Exchange System (MD CHESSIE), the Client Automated Resource and Eligibility Mainframe System (CARES), and the Financial Management Information mainframe System (FMIS); directs the fiscal year end close-out in accordance with generally accepted accounting principles; serves as the direct point of contact for the Office of the Inspector General Auditors, Department of Legislative Audits, Senior Level Program managers, Department of Legislative Audits, senior Level Program Managers, DHS Finance Managers, Providers, Vendors and Clients; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting/finance from an accredited college or university.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Three years of the required experience must have involved the supervision of accountants, fiscal and support staff.

DESIRED OR PREFERRED QUALIFICATIONS

  • Master's degree in accounting and/or a Certified Public Accountant (CPA).
