Main Purpose of Job

The Accountant Manager II position serves as the Chief of the Accounts Receivable Section in the Division of Business Services and is responsible for providing leadership and administering technical assistance in planning, directing, and controlling accounts receivable, grant accounting, and related functions of the Accounting Branch. The position verifies transactions and prepares reports for management in accordance with Generally Accepted Accounting Principles (GAAP), federal regulations, and guidelines established by the Comptroller’s Office and Department of Budget and Management (DBM).

POSITION DUTIES

Oversees the day-to-day operations of Accounts Receivable and Grants Payable Unit functions regarding appropriations, revenue, expenditures, encumbrances, and pre-encumbrances; Evaluates accounting controls to ensure operations are efficient and effective and establish performance and measurement standards for work quality; Coordinates the integration of existing agency-unique grant management systems with FMIS and ADPICS; Prepares and supervises the preparation of accrued expenditures, cash requisitions, encumbrances and liabilities in compliance with GAAP; Assists in the year-end closing submissions; Assist in the development of audit findings and implements corrective actions; Represents the Branch at various meetings and designated activities

MINIMUM QUALIFICATIONS

EDUCATION:  A Bachelor’s Degree in Accounting or a Bachelors with 30 credit hours in Accounting and related courses; including or supplemented by 3 credit hours in Auditing. Possession of a CPA is preferred.  

EXPERIENCE: Six years (6) of experience examining, analyzing and interpreting accounting systems, records and reports by applying General Accepted Accounting Principles. Three years (3) of required experience must be direct supervision of other professional employees.

Notes:

  1. Candidates may substitute possession of CPA certificate or Masters in Accounting for one year of the required experience.
  2. Candidates may substitute one year of professional budgeting or auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of General Accepted Accounting Principles (GAAP); Experience with Maryland State accounting standards, polices and procedures, Ability to analyze data and make sound decisions, Ability to use financial systems such as ADPICS/ FMIS;·Experience with Microsoft Excel or Data Systems to generate Pivot Tables/Charts/V-Lookups/Reports. Experience with grants management, fixed assets and fund accounting.

LIMITATIONS ON SELECTION
