Main Purpose of Job

This position will function as the Deputy Chief of the Maryland Department of Health's Division of Cost Accounting and Reimbursements (DCAR) Administration. This position will assist, manage and supervise the staff of the Division that perform the following: 

  • Preparation of the Federal Indirect Cost Rate
  • Preparation of the annual Medicare and Medicaid Cost Reports for the MDH hospital facilities and submit same to the federal fiscal intermediaries
  • Serve as liaison with the federal fiscal intermediaries on all cost report audits and settlement issues
  • Preparation and development of the annual hospital per diem billing rates
  • Preparation of the FPS reconciliations
  • Supervision of staff who oversee the fee coordination of the 24 local health departments chargeable and non-chargeable services. Review and verify rates for LHD services
  • Monitor revenue recoveries and prepare quarterly revenue summary reports by hospital for distribution to hospitals and administration officials

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree from an accredited college or university.

Experience:  Five (5) years experience in grant accounting management and/or procurement management.  Two (2) of the five years of experience must include supervision of professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience preparing cost reports; preparing reconciliations; handling cost report audits and settlement issues; preparing billing rates; coordinating chargeable and non-chargeable services; reviewing and verifying rates for services; monitoring revenue recoveries and preparing quarterly revenue summary reports. The desired candidate should also have experience preparing the Federal Indirect Cost Rate.
