Main Purpose of Job

This position's primary responsibility is managing and monitoring the fiscal components of the DHS FIA Central Bureau of Long Term Care (BLTC) Medical Assistance Co-Pay contracts. Currently, the Department has seventeen Central Office revenue-generating contracts with long-term facilities (nursing homes) to provide on-site Medical Assistance (Medicaid) eligibility specialists. The non-federal share of staff costs, supervision, and general administration are paid for by the benefiting facilities. The position also supports the MD CHESSIE payment interface batch processing, and General Accounting Unit in processing journal entries, preparing and recording year end close entries, and recording assistance expenditures in the Department's database for the 302 Report of Assistance Expenditures.

POSITION DUTIES

Maintains the hospital contracts subsidiary ledgers through manual input of authorized revenue and expenditure transactions; analyzes new hire salary to ensure position was brought on at the same grade and step as the contract appendix; reviews actual salary costs to expected costs per the number of pay periods in the month; prepares and authorizes hospital billings at 50% of the Family Investment (FI) Specialist, and 50% of 1/6th FI Supervisor, and Control Clerk salary and fringe; monitors timely collections of billings and pursue collection of any past due amounts; examines quarterly Federal funds reimbursed to expected amounts by reconciling the quarterly cost allocation report to the FMIS DAFRT100 detailed expenditure report, and the contract federal funds receipts posting; prepares and authorizes a journal entry to allocate general administrative costs to the hospital contract; performs all other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
