Introduction
This is a Management Service position and serves at the pleasure of the Appointing Authority.
This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The Department of Natural Resources (DNR), Finance and Administrative Services is currently accepting applications for a Fiscal Services Administrator III, Director of Budget Operations and Fixed Asset Controls.
This position plans and directs the development, execution and analysis of DNR's $375+/- million annual operating budget, including oversight and direction to directors and program managers for the 13 operating units within DNR who are developing and administering the operating budgets and all fiscal officers who are supporting their efforts.
In addition, the position supervises the staff member responsible for directing and coordinating the preparation of DNR's $110 million +/- annual capital budget submission. Incumbent is also responsible for maintaining the fixed asset capital accounts and reconciling the bond fund cash accounts.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Two years of experience in budgeting.
Notes:
1. Additional experience in a budgeting or general accounting may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university maybe be substituted at the rate of 30 semester credit hours on a year to year basis for the required budgeting experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
Experience in accounting for fixed assets and performing cash reconciliations utilizing general ledgers.
Past or current State experience working with complex budgets and R*STARS accounting system.
