POSITION DUTIES

The main purpose of this position is to provide timekeeping and payroll functions for all headquarters and local County Health Departments within MDH.  The timekeeper is responsible for auditing times sheets and reports, adjusting time sheets through change forms and the audit process to ensure the correct pay to an employee, which meeting all deadlines put in place by the Workday process and Central Payroll Bureau.  The MDH Payroll Office process all payroll functions for 23 Local County Health Departments and 14 Headquarters Administrations, in addition the timekeeping functions for the Headquarters' Administration.  This position may act as a liaison to the 12 regional health facilities.  The MDH payroll produces exceptions to regular pay in the form of 8/80 calculations, overtime and shift variances to 40% of employees.  MDH has a current base of over 9,000 employees, regular or contractual.  This position is considered confidential due to the daily exposure to employment records, social security numbers, addresses, heath benefit information, medical documentation, disciplinary actions, payroll information, as well as retirement information. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable applicants will have experience with payroll and timekeeping.  Preferred candidates will have experience with the Workday system.
