Main Purpose of Job

ImmuNet, Maryland's Immunization Information System (IIS), serves as a central repository for health care providers to exchange immunization data, in order to provide or coordinate health care for their patients. This position will provide informatics support for, (a) provider participation and reporting; (b) system analysis and enhancements; and, (c) data use and quality. This position will function as the ImmuNet provider/EHR vendor liaison in order to increase provider participation. This position will recruit and coordinate training and onboarding for providers who report to ImmuNet. Such training will provide providers the ability to monitor data quality using a Provider Report Card functionality, as well as the ability to run relevant assessment reports and reminder/recall, in order to improve immunization coverage.

This position will also assist as Tier 2 and lead Tier 1 Helpdesk Support for ImmuNet users. Such assistance will be provided to complete numerous tasks, including creating ImmuNet accounts; assisting users to navigate ImmuNet functionalities; generating patient records, as requested; training users; and, updating user guides, as needed. Based on program needs, this position will identify areas for the advancement of the ImmuNet system and work with the vendor to document requirements, as well as perform User Acceptance Testing (UAT) to approve enhancements in the system.

In addition, this position will identify areas for improving the methods and quality of ImmuNet data extracts, including predefined reports. He/she will write and document programs/codes, in order to efficiently query ImmuNet to extract data for analyses, as well as prepare reports and summaries, as needed. Furthermore, this position will assist with resolving data discrepancies and duplicate records in ImmuNet, as well as identify and investigate data errors/issues, and reach out to data sender(s) for corrections.

Finally, this position will contribute to, and interpret, policies and procedures, in order to apply this knowledge when handling customer issues and maintaining security and confidentiality of data at all times. This position will update website content to reflect current policies and procedures. This position will function in an interdisciplinary team environment, with the expectation that customers, co-workers and other partners will be treated with dignity and respect. MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting; Finance; Business Administration; Public Administration; Human Resources Management; Information Technology; or, other related field with specific coursework in the structure and use of automated information systems.

Experience: Two years of experience providing problem analysis and ongoing user support; coordinating system development and implementation; and, training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate, and two additional years of experience providing problem analysis and ongoing user support; coordinating system development and implementation; and, training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms, may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database, or other applications, may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience working in the health care and/or the public health information systems capacity. He/she should also have experience communicating application functionalities to health care providers. Finally, the desired candidate should have experience using data query and/or reporting tools (i.e. SQL, Microsoft Excel) to run data reports.  

The desired candidate should have knowledge of vendor products, such as EHRs, as well as knowledge of relevant standards for interoperability, including HL7 and SOAP/Web Services.
