Introduction

The Department of Information Technology (DoIT) was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.  

Technological resources at the agency’s disposal combined with a talented and knowledgeable team allow DoIT to successfully identify and promulgate opportunities so the Executive Branch, State Agencies and Coordinating Offices can run more efficiently, with less expense and maximize the State’s investment in technology and telecommunication assets.

Main Purpose of Job

The Project Manager (PM) is responsible for planning, overseeing, and leading an Assigned Project (AP) from ideation through to completion. The PM may be assigned multiple APs simultaneously.

This senior role requires interaction with a range of internal and external stakeholders, managing several moving parts concurrently. Our successful candidate must possess strengths in the following areas:

Capability for big-picture thinking and vision,

Capability for critical analysis,

Conflict resolution skills.

**This is a Management Service position, and serves at the pleasure of the Appointing Authority**

POSITION DUTIES

Manage a portfolio of APs,

Lead project planning sessions,

Coordinate internal and external staff and other resources associated with APs,

Manage AP progress and adapt work as required,

Take steps to ensure APs meet deadlines,

Manage relationships with stakeholders associated with APs,

Design and, when delegated the authority to do so, sign off on contractual matters,

Participate in and/or lead the creation of, and oversee, incoming and outgoing project documentation,

Participate in procurement processes as required,

Design project documents including by way of example but not limited to schedules, budgets, and risk mitigation plans,

Conduct project review and creating detailed reports for stakeholders, which may include members of executive leadership,

Optimize and improve processes and approaches to achieve greater efficiency and effectiveness,

Participate in the project prioritization process, including the identification of new opportunities, development of identified opportunities, and the initiation of new projects and,

Develop and, where required, conduct training.

MINIMUM QUALIFICATIONS

Education: 

A Bachelor’s degree in engineering, computer science, business, business administration, management or related degree. 

Experience: 

Seven plus years of experience.   Four or more years’ experience in a position as a project manager, working with projects that are directly related to the implementation of Information Technology Systems.  

and  

A Project Management Professional (PMP) Certification  

The following may be substituted in lieu of the undergraduate degree:   Eight or more years’ experience in a position as a project manager, working with projects that are directly related to the implementation of information technology systems.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate will have one or more of the following Certifications:    

Certified Associate in Project Management (CAPM),

Certified Scrum Master (CSM),

CompTIA Project+,

PRINCE2 Foundation and/or Practitioner,

Certified Project Management Practitioner (CPMP),

Associate in Project Management (APM),

Master Project Manager (MPM),

Professional in Project Management (PPM),

Certified Project Director (CPD), or

Certified Scaled Agile Framework (SAFe).
