Main Purpose of Job

The purpose of the position of the Agency Contract Operation Nurse is to monitor the contractor's implementation of the adherence to the requirements for the delivery of health care inmates/detainees throughout Department of Public Safety and Correctional Services facilities.

POSITION DUTIES

1. Health Care Program Monitoring- Position is responsible for daily walking-around inspection of facility maintenance and observation of inmate health care to assure compliance with contractual agreements between vendors and the State. Observations are followed up with instruction regarding non-compliance, advice on contractual requirements, and (in the case of the continued non-compliance) recommending liquidated damages for that non-compliance. Position also conducts formal and informal audits to monitor contract compliance and quality of care.

2. MFSS Management-MFSS Management- Receives and evaluates contract required reports from vendor, specifically those pertaining to staffing requirements and compliance. Notifies (via verbal discussion) the Director of Nurses or management of other vendors regarding an unusual findings or significant changes from previous reports. Maintains copies of those reports on the states's 'N Drive".

3. Corrective Action Plan Management and Monitoring- Recommends criteria for Corrective Action Plan ( CAP's) based on outcomes established through audit processes including those found in "walk-around" observations. Tracks and monitors CAP's for resolution of identified deficits. Recommends resolutions for problems, and develops a proposal for liquidated damages following each process and or report findings as needed following the contractual agreement.

4. Policies and Procedure Review- Participate in the annual review and evaluation of OIHS policies and procedures and makes recommendation for updates, correction and new policies.

5. Reviews Grievance/Complaint Documents- Participate in ARP Appeals, Grievances, and Inmate complaints following DPSCS and protocol, completing all documents within the time frame designated for that process.

6. AREA MAC Meetings- The position will participate in meeting of all vendors working in his or her Service Delivery Area along with correctional staff for exchange of ideas and for updates on progress in the area.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse including one year of experience in an administrative, supervisory, consultative or teaching capacity.

Notes: 1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
