Main Purpose of Job

 The main purpose of this position is to assess, evaluate, and improve the quality of healthcare that is provided in public and private Opioid Treatment Programs in the State of Maryland. This position is responsible for planning, conducting, and completing compliance reviews and participating in desk and on-site complaint investigations. Through various activities, this position ensures the safety of patients served in OTPs. This position is responsible for understanding, explaining, and applying two sets of regulations regarding the treatment of opioid dependence: 1) Federal 42 CFR Part 8, Opioid Drugs in Maintenance and Detoxification Treatment of Opiate Addiction, and 2) COMAR Title 10.47 and Title 10.63. This position will also require attendance and participation in all State Opioid Treatment Authority (SOTA) staff meetings and other meetings as directed and follows all required policies and procedures that are associated with the performance of their duties. This position will also serve as the BHA' s Human Immunodeficiency Virus (HIV) Coordinator. In this capacity, the staff person provides input and expertise to the team and responds to questions relative to the activities of the State Opioid Treatment Authority.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Nursing or a related field from an accredited college or university.

Experience: None.

Notes: 1. Candidates may substitute two years of experience as a Registered Nurse for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the inspection of health care facilities and program field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience working with the substance use disorder population. The desired candidate should be knowledgeable of State and federal regulations regarding the treatment of opioid dependence.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
