Introduction

The resulting eligible list will be used to fill current and future Contractual Correctional Officer II vacancies within the Department of Public Safety & Correctional Services (DPSCS) facilities as they occur. Applicants certified to this list will remain eligible for one year.

LOCATION OF POSITION

Multiple positions are located throughout the State of Maryland.

Main Purpose of Job

A Correctional Officer II is the full performance level of work in the custody, security and supervision of adult inmates confined in a correctional facility.

POSITION DUTIES

•Escorting individuals or groups within the prison.

•Monitors personnel when assigned security posts.

•Conducts inspections and searches of inmates, inmate access areas, and work areas for drugs, weapons and other unauthorized materials.

•Enforces rules of conduct among inmates and learns when to prepare reports of infractions.

•Operates manual and electronic locking systems.

•Subdues and restrains inmates during fights, riots and escape attempts.

•Assists in the search for escapees, their capture and return to the institution.

•Maintains the custody of inmates during transport to other institutions or court appearances.

•Drives motor vehicles when transporting inmates, making outside security rounds, searching for escapees and related activities.

•May search visitors for contraband.

•May place inmates in handcuffs, restraining belts and leg irons.

•Performs other related duties.

MINIMUM QUALIFICATIONS

Education: High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: One year of experience as a correctional officer involving the custody and security of adult inmates.

Notes:

1. The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209.

2. Additional credits from an accredited college or university may be substituted at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.

3. Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of inmates for the required experience. Qualifying experience must be in a classification where the salary is comparable to that of Correctional Officer I.

4. Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work at a rate of two years of military experience for the required experience.

5. Candidates may substitute experience obtained in other states or local jurisdictions that involves daily contact with and custody of inmates and equivalent to Correctional Officer I, at the rate of two years of experience for one year of the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

The applicant must be a retired Correctional Officer who previously held the rank of Correctional Officer II, Sergeant, Lieutenant, Captain or Major. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to operate buses for the transportation of inmates. Employees assigned such duties will be required to obtain a Class B Commercial Driver's License with passenger and air brakes endorsements valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer, (Correctional Services Article, Section 8-209). Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:

U.S. Citizenship or Resident Alien status;

Must be at least 21 years of age;

Must possess a high school diploma or G.E.D;

A completed background investigation;

Physical examination;

Polygraph examination.

 

Note: Employees who have separated from the agency within a three-year period are eligible for re- certification by the Maryland Correctional Training Commission (MCTC). Employees who have been separated from the agency for more than three years may be eligible for a waiver consideration or required to attend additional training as specified by the MCTC, up to and including a full correctional officer academy. Re-certification requirements will be assessed on a case-by-case basis.

2. Employees in this classification may elect to complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis. This is an OPTIONAL certification.

3. Employees are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

The examination process will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. Therefore, it is important that you provide complete and accurate information on your application.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
