Main Purpose of Job

The main purpose of this position is to support the agency efforts of providing offenders with opportunities to exercise freedom of religion', develop positive behavior through cognitive programming, and offering resource assistance for reintegration into the communities as provided through activities/programs under volunteer services during their confinement within the correctional environment. This position serves as the point of contact for volunteerism at the facility level and its functionality is to plan, organize and direct the volunteer program for MCTC in Hagerstown. This position will report to the Assistant Warden or the assigned designee. The duties of this position include assisting the Assistant Warden or assigned designee with routine administrative duties. The duties of this position include assisting the institution in maintaining a safe and secure environment while providing programs, activities and events opportunities for detainees participation through the use of community resources and volunteers. The incumbent is responsible for the recruitment, training, coordinating, processing and supervision of volunteers for the various programs and other activities within the facility. In addition, this position assesses institutional program needs, develops new programs and evaluates their effectiveness while using sound security management. Auxiliary duties include public speaking development of inmate programs, direct program supervision of detainees, information research, liaison with specialty programs, and give recommendations of annual review of directives. The incumbent is responsible as the liaison for activities coordination between the volunteers and staff. This position requires completion of the Maryland Police and Correctional Training Academy.

POSITION DUTIES

PLANNING & DIRECTING VOLUNTEER PROGRAMS 
Develops and plans for the effective operation of the volunteer program within the facility. Additionally, the incumbent directs and supervises the activities of all volunteers and educates the community to the need for volunteers and volunteer programs for the facilities. The duties include, but are not limited to:

● Recruits, trains and supervises volunteers, interns, staff and volunteer visitors who enter the facilities, including but not limited to conducting background checks, interviews, coordination of paperwork, preparing entries and providing security and program orientation.

● Recruitments and coordinates student interns including ongoing contact between agencies and college liaison.

● Gives amendment recommendations for volunteer directives and processes and establishes volunteer handouts to provide guidance to new volunteers.

● Serves as point of contact for initial volunteers’ complaint, issues, and inquires.

 

RELATED ADMINISTRATIVE DUTIES 
The incumbent is responsible for a variety of administrative tasks associated with the volunteer program. These responsibilities include, but are not limited to: 
● Handles special administrative assignments for the facility and outside agencies requiring knowledge of regulations, policies, institutional procedures and program goals. 
● Serves on committees to design evaluative tools, review policies or develop initiatives using sound management and industry practices 
● Prepares periodic performance evaluations of volunteers 
● Writes reports, correspondence, newsletters and other documents regarding volunteer programs

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university to include 30 credit hours in social sciences, journalism, or public relations or a related field.

Experience: Three years of experience involving planning, coordinating and evaluating volunteer activities in a state facility, institution or community-based program.

Notes:

1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Graduate level education in social sciences, journalism, public relations or a related field from an accredited college or university may be substituted for experience at a rate of 30 college credits for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered.

Selective Qualification: One year of public speaking experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include Clear and specific information on your application regarding the qualification(s):

  • Experience organizing events and preparing newsletters and brochures concerning, institution or community programs
  • Experience working directly with offenders in a correctional environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Persons appointed to positions in this classification may be required to successfully complete cardiopulmonary resuscitation training and maintain current certification.

SPECIAL REQUIREMENTS

Persons appointed to positions in this classification will be required to provide the facility with a telephone number at which they can be reached.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to requirements of the position. Therefore, it is important that you provide complete and accurate information. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
