Main Purpose of Job

This work involves a working knowledge of soil and water conservation principles, practices and methods and engineering related to the planning and installation of soil and water conservation projects and systems. The technical aspects involve surveys, design, layout. and construction check on project installation. Work is done in conjunction with the agricultural land owner or operator. This position assists the district in the preparation and implementation of best management practices (BMPs).

POSITION DUTIES

Develop design of BMP to assist cooperator with the installation of soil conservation and water quality improvement projects based on USDA, Natural Resources Conservation Service (NRCS) standards and specifications or other approved guidelines.

Perform site specific evaluations for cooperators on agricultural land to address soil and water conservation needs.

Perform site specific surveys in areas where a Best Management Practices (BMP) is needed that collects all data points, including set up and utilize survey equipment and keep Cons-6 notes current and up to date in project folder.

Inventory and evaluate, for cooperators/landowners, practices to reduce soil erosion and to improve water quality by performing site evaluations, gathering field information and resource data to identify needs and resource priorities.

Produce and deliver drawings in accordance with NRCS Technical Guidelines using Auto CAD software.

Supervise and track on-site construction of BMP's to assure adherence to approved plans and specifications through the use of site visits, survey, spot checks, inspections that meet the required guidelines set forth in the design manual of the USDA, Natural Resources Conservation Service (NRCS), or other approved manuals.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a state high school equivalence certificate.

Experience: Two years of experience related to soil and water conservation is such areas as surveying, drafting, construction or agricultural work.

Notes: 1. One year of additional experience as defined above may be substituted for the required education.  

2. Applicants may substitute education at an accredited college or university at a rate of 30 semester credit hours per year with at least nine credit hours of course work in engineering, construction, drafting, surveying, science, agronomy, or mathematics or any combination thereof, for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in soil conservation classification or soil conservation specialty codes in the natural resources management and biological sciences field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

At least six months of experience conducting site specific surveys.

At least six months of experience performing construction checks to determine compliance.

At least six months of experience performing engineering design calculations and computations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
