Main Purpose of Job

This position serves as the Fiscal Contract Compliance Manager, Veterans Home Program, Charlotte Hall Veterans Home. This position is responsible for accounts payable/accounts receivable, assists the Director in the on-site contract monitoring and compliance of the management contract of Charlotte Hall Veterans Home, a 454 bed Skilled Nursing and Assisted Living facility for Maryland Veterans. The incumbent prepares the monthly US Veterans Administration State Home Report and Statement of Federal Aid Claimed (VA Form 10-558). This position assists the Director in procurement; writing specifications, soliciting bids, evaluating and administering service and commodity contracts under $25,000. This position prepares purchase orders and performs limited FMIS functions, which includes verifying vendor payments. Maintain cash receipts and responsible for bank deposits. This position assists with special events and marketing.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in Accounts payable/Accounts Receivable

Experience using FMIS

Experience using Microsoft Office Suite

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
