Main Purpose of Job

This position will support a USDOL grant-funded project at the Maryland Correctional Institute for Women (MCIW). The program will offer qualifying inmates the opportunity to participate in a brand-new hospitality pre-apprenticeship that will offer industry-recognized credentials to support their successful reentry to the workforce upon release, and to support employers in meeting their hiring needs. The position will additionally serve the following job functions: participate in program planning, analyze the success of the program, prepare and develop performance reports, and will consult with DLLR- DWDAL Office of Workforce Development, Office of Correctional Education along with the Department of Public Safety and Correctional Services to ensure programmatic success.

POSITION DUTIES

  • Develops course curriculum, lesson plans, and alternative instruction for individualized and independent study for use in classroom and lab instruction of students and revise as necessary to reflect current market changes and trends; selects and requisitions materials and supplies that support program curriculum activities.
  • Provides instruction in “Hospitality Pre-Apprenticeship;” conducts orientation of new students as to program policies and expected behavior conducive to learning; provides students with basic and specialized theoretical and practical training including knowledge of materials, good work practices; and prepare students for credential attainment. 
  •  Maintains attendance records and competency profiles for each student to facilitate measurable achievement of program outcomes in accordance with reporting procedures and Correctional Education requirements. Prepares and submits monthly and quarterly narrative and data-based reports for reporting program activities for submission to USDOL.    
  • Maintains security of all equipment in accordance with DPSCS policies and regulations

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience working in hospitality.

DESIRED OR PREFERRED QUALIFICATIONS

1.  One or more years of experience working with ex-offenders

2.  Possession of Offender Workforce Development Specialist (OWDS) or Offender Workforce Development Specialist Instructor (OWDS-I) certifications

3.  One or more years of experience teaching.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

FURTHER INSTRUCTIONS

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
