Introduction

The Maryland Department of Labor is accepting applications from all qualified applicants for the position of Procurement Officer I. This position is responsible for the full performance level of work in the procurement of equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process.

Main Purpose of Job

The position of Procurement Officer I for the Office of Administration (OOA), Contract and Procurement Unit serves as Procurement Officer for the Maryland Department of Labor. The position is responsible for the full performance level of work in the procurement of equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process. The position is responsible for soliciting, evaluating, negotiating and awarding contract for the Department in accordance with State Procurement Regulations (COMAR Title 21). The position is also responsible for grants, the corporate purchasing card and purchasing transactions.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Adhere to strict compliance with the Annotated Code of Maryland-State Finance and Procurement Article, COMAR Title 21, BPW Advisories, and LABOR procedure guidelines for Procurement Officer I and all LABOR Programs. Includes providing  direction  as necessary.
  • Determines proper procurement method for solicitations and obtain appropriate approval to ensure adherence to Procurement regulations. Advises programs on the proper procurement methods and procedures for particular needs.
  • Prepares solicitation packages for LABOR Programs. The entails preparing the Purchase Order Request for Proposal, Request for Resume, Invitation for Bids and Request for Proposal documents, advertisement in accordance with regulations, policy and procedures, and the maintenance of the vendor's list.
  • Conduct public pre-bid/proposal meetings for prospective contractors to define the scope of work, bidding requirements, and award of contract. Responsible for preparing addendum to address changes to specifications or required solicitation language. Prepare minutes for the pre-bid/proposal meetings that will become part of the contract file when required.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience with State of Maryland Procurement

Experience using Financial Management Information System (FMIS)

Experience with ADPICS, e-Maryland Marketplace Advantage (eMMA) is highly preferred

Proficiency with Microsoft Word, Excel and Access, Google Suite or relevant software

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
