Main Purpose of Job
This position is responsible for providing oversight, management and strategic direction for the statewide eligibility administration of the Modified Adjusted Gross Income (MAGI) Medical Assistance Program and Non-Modified Adjusted Gross Income (Non-MAGI) Medical Assistance Program by providing analysis and recommendations to leadership within the Family Investment Administration (FIA) and the Department of Human Services (DHS) executives in regards to state and federal regulatory requirements. The Medical Eligibility Programs Director oversees eligibility development, eligibility implementation, program evaluation and program improvement efforts for these programs; works with the Maryland Department of Health (MDH) and the Maryland Health Benefit Exchange (MHBE) and also with MAGI Program concerns; collaborates with MDH and MHBE to ensure that eligibility aligns with the training policy development, evaluation and operation for these programs including on-boarding and continuing education units.
The performance of these tasks requires proficient knowledge of current FIA program policies, federal regulatory, federal and state legislative requirements, state and local FIA operations, general management theory and the management of change.
Facilitates the planning and program management of the Offices of Medical Eligibility Programs; establishes, reviews, and evaluates performance standards and controls to ensure that program goals, objectives, benchmarks, and action plans are accomplished; directs Assistant Director and ensures appropriate staff allocation based on operational needs and program goals; provides customer service to both internal and external customers that meets or exceeds the standards set by the Department; and takes the lead in preparation and submission of several quarterly and annual reports to the Department of Legislative Services (DLS).
Ensures that MAGI and Non-MAGI Medical Assistance eligibility is effectively administered statewide and collaborates with federal, state, and private agencies to provide management and strategic direction; directs the preparation of eligibility and collaborates with MDH and Maryland Automated Benefits System (MHBE) for the development of procedural material for program manuals, action transmittals, information memos and other instructional material for Local Departments of Social Services (LDSS); and collaborates on the interpretation of MAGI and Non-MAGI Medical Assistance eligibility with MDH and MHBE on regulations contained in COMAR and Code of Federal Regulations (CFR).
Represents DHS/FIA at federal, state, interagency, local, stakeholder/community meetings as delegated by the Deputy Executive Director or Executive Director; develops monitoring tools and policy guidance; provides recommendations for changes to policies and practices associated with MAGI and Non-MAGI Medical Assistance eligibility to FIA; and performs other related duties as assigned.
Education: Possession of a bachelor’s degree from an accredited four-year college or university.
Experience: Nine years of experience in administrative, professional or technical work, four years of which must have involved supervision of other employees or exercising responsibility for program development.
1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.
2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, four (4) years of which must have been in an administrative supervisory or consultative capacity.

At least seven years of supervisory experience.
Experience with Organizational Change Management.
Experience with Non-Modified Adjusted Gross Income (MAGI) Medical Assistance.
Experience and use of personal computer software such as Word, Excel, Access, PowerPoint, WebEx, etc., and mainframe computer Client Automated Resource and Eligibility (CARES), Maryland Health Connection (MHC), Eligibility and Enrollment (E&E) System, Electronic Case Management System (ECMS), State Verification Exchange System (SVES), Maryland Medicaid Information System (MMIS), Maryland Automated Benefits System (MABS), myDHR, etc.
Ability to plan, organize and direct the work of others.
Demonstrate the ability to analyze current procedures and practices to develop short, medium and long-term strategic plans.
Demonstrated written and oral communication skills.
