Main Purpose of Job

This position serves as a Program Specialist with the Department of Human Services (DHS), Office of Adult Services, within the Social Services Administration (SSA). The incumbent in this position is responsible for managing, guiding the implementation, and monitoring the performance of two Adult Services Programs within the 24 Local Departments of Social Services (LDSS): the Social Services to Adults (SSTA) Program, and the In-Home Aide Services (IHAS) Program. The Program Specialist establishes and institutes changes in regulations, policies, operational standards, and service delivery models across all Adult Services Programs; performs data collection and analysis; directs and implements the goals of the Adult Services Policy and Practice Initiative; represents the Office of Adult Services in the community by participating in workgroups, boards, committees, and other activities to foster independence and safety for the State's vulnerable adults;  provides State supervision, management, and direction to the LDSSs Supervisors and Administrators for the In-Home Aide Services and Social Services to Adults Programs. This position supervises the three additional Adult Services Progam Specialists overseeing Adult Protective Services, Public Guardianship, Respite, Project Home/Adult Foster Care.

POSITION DUTIES

Develops, updates and interprets policies, regulations, operational standards, and service delivery models for Local Adult Service Programs across the State; provides customer service to both internal and external customers that meet or exceed the standards set by the Department; identifies and develops solutions to service delivery barriers and resource needs; develops, and guides implementation and monitoring of Adult Services Programs delivered at the local level; monitors LDSS Adult Services Program effectiveness, achievement of outcome measures, and compliance with State regulations and program goals; provides technical assistance to local Adult Service staff in implementation of programs and resource development; participates in workgroups, boards, committees and other activities promoting the independence and safety of the State's vulnerable adults; develops, revises, plans, interprets Statewide program policies and procedures; maintains, collects and analyzes program data for program outcomes and budgetary purposes; develops specifications for the IHAS Purchase of Service Invitation for Bid (IFB) for the procurement of services by approved private vendors; analyzes and responds to prospective legislations that impacts both In-Home Aide Services, and the other partner State services and agencies such as home care agencies, Maryland Board of Nursing, Maryland Office of Health Care Quality, Department of Aging, Department of Disabilities, and other related agencies; participates in the development, planning, and conducting of training of local staff on the Adult Services Programs and provides technical assistance to local departments; promotes public awareness of Adult Services initiatives and developments by educating community partners, stakeholders and the public in multiple venues; develops and negotiates Memorandum of Understanding between SSA and State partner agencies; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

 1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

Two years of the required experience must have been in an Adult Service Program serving aging adults, or adults with disabilities (physical, cognitive, or behavioral).

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess the following:

1. Strong written and oral communication skills.

2. Demonstrated skills in effective time management, priority setting, multi-tasking, effective problem-solving and critical thinking skills.

3. One year of experience providing social work case management in an Adult Service Program.

4. One year of experience analyzing information/data systems to determine needs of social service programs.

5. Availability to travel statewide

6. Ability to effectively use Word, Excel, Power Point

7. One year of budget management experience, including procurement and contract management.

8. Experience providing and evaluating training for a professional workforce.
