Main Purpose of Job

This is a highly responsible managerial position, the purpose of which is to provide high level professional, administrative and management skills to supervise and oversee the personnel and operations of the Establishment Division of the local child support agency. This position is responsible for the oversight and management of the five tiers of Child Support Specialist staff who provide location, establishment and enforcement services to child support customers in accordance with Federal, State and local child support policies, procedures and guidelines in the agency's Establishment Division. This incumbent must have knowledge of all Federal and State regulations governing Child Support Enforcement and proficiency in the operation of the automated statewide CSES computer system.

POSITION DUTIES

The incumbent develops policy, procedures and programs and coordinates these activities in conjunction with the administrative team to assist the Director in the operation of the local agency in order to achieve agency goals. The position provides leadership and contributes to strategic planning to the agency in order to achieve efficient and effective delivery of child support services. The occupant of this position is the liaison with the local Department of Social Services (LDSS) and in that capacity, works with the LDSS to provide timely and efficient child support services to agency mutual customers in order to assist the customer in achieving self-sufficiency as well as to ensure the economic well-being of children. This position reports directly to the Administrator. The incumbent works collaboratively with the other members of the administrative team to effectively interpret, write and implement policy as needed. The individual must possess highly effective written and oral communication skills.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.  

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.  

Notes:  

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Two years of the minimum required experience must be in applying and interpreting departmental policies and procedures ensuring the efficient operation of a Child Support Program.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year of experience applying and interpreting application of laws, procedures and regulations or COMAR.  

2. One year experience using CSES, CARES, MABS, MVA, MD Case Search, CLEAR and Dashboard, Microsoft Office and Google Suite.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
