POSITION DUTIES

The main purpose of this position is to act as a budget analyst/fiscal program manager for the specific local department program budgets. These programs include Family Investment Administration, Child Welfare Services, Local Adult Services, Program 10 and Homeless Prevention Services. This position also provides professional accounting coordination, analysis and liaison responsibilities within the fiscal department with Program Specialists and Administration within the Agency, as well as with other local and state agencies and State and Federal government who rely on our fiscal data and reporting. This position also exchanges information, interprets administrative practices, policies and procedures and makes recommendations that pertain to each of the programs. Additional responsibilities include monthly reviewing, monitoring, and analyses of accounts payables and expenditures to identify trends and develop forecasts to ensure no deficit spending and evaluate projected program needs. This position also transmits Financial Information Management System (FMIS) batches and performs other fiscal duties that are essential to the ongoing function of the program. This employee functions with general supervision and ensures adherence to the requirement of the State Finance and Procurement Article of the Annotated Code of Maryland, Section 15-103 that all invoices received by the State, including foster care requests for payment, must be paid within 30 days.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

If not using the education substitution, candidate must possess one year of experience with grant accounting and grant reporting.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate would possess:

1. One year of experience developing forecasts to ensure no deficit spending and evaluating projected program needs.

2. One year experience using State Government financial systems, such as the Financial Management Information System (FMIS), Relational Statewide Accounting and Reporting System (R*STARS), Advanced Purchasing and Inventory System (ADPICS) or other financial software.

3. One year of experience with State/Government accounting and/or with State/Federal Year End Closeout.

4. One year of experience with financial reporting and budgeting.

5. A Bachelor's Degree in Business Administration, Accounting or Finance.

6. One year of experience using Microsoft Office Suite Word to create reports and documents and Excel to create spreadsheets.
