Main Purpose of Job

This position will be responsible for managing and directing the daily operations of the Division of Behavioral Health, overseeing the policy and operations staff and supporting the Deputy Director overseeing Medicaid's Administrative Service Organization for Behavioral Health (BH) services contract.

This position will plan, organize and supervise the work of professional staff that is responsible for BH provider enrollment, claims processing, policy analysis and implementation, and data reporting. This position will work closely with the Deputy Director of the Behavioral Health Division to evaluate the efficiency of operations and work to develop, revise, and recommend new policies, and operational procedures. This position will also interpret, apply, and oversee the application of behavioral health policies, rules and regulations to successfully accomplish the work of the Medicaid BHU. This position will work closely with the Deputy Director and other executive leadership to implement new regulations impacting the public behavioral health system (PBHS). This position will also be responsible for managing staff projects including setting goals and deadlines for internal staff and assisting the Deputy Director in overseeing the PBHS ASO to ensure they are compliant with Service Level Agreements as defined within the Procurement Contract.

This position will work across other Medicaid Offices and other MDH Departments including a close collaboration with the Behavioral Health Administration. This work includes coordinating operations with Administrators and Managers of other units that work with the BH division. This position will also work as the liaison with external stakeholders on provider issues. In addition, this position is responsible for high priority policy analysis of BH including: controlled correspondence, monthly monitoring documents for the ASO activities and coordinating ASO reports to lead MDH offices (Finance, Planning, Executive Leadership). This position will also supervise five staff and coordinate leave and coverage for this Division.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have:

- experience with health policy regulations and provider compliance

- supervisory experience

- experience managing multiple projects with competing deadlines

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
