Main Purpose of Job

The Director of Central Records plans, directs, and administers all aspects of Central Records and Commitments for the Division of Pretrial Detention and Services (DPDS).  The DPDS Central Records’ Department is responsible for processing and maintaining the detainee/inmate commitment records for the Baltimore Central Booking Intake Center, Metropolitan Transit Center, Baltimore Pretrial Facility Jessup, Youth Detention Center, and sentenced inmates for admission to the Division of Corrections (DOC). The DPDS Central Records Department is responsible for processing releases and court appearances for all detainees/inmates that are housed in all the detention facilities.  The DPDS Central Records Department is responsible for placing detainers/warrants on all detainee/inmates that are housed in the detention facilities and the Division of Corrections. (DOC) The Central Records Department is responsible for all detainee service information such as visiting, housing etc.

This position is on call 24/7 (including holidays and weekends) to respond to inquiries from the Commissioner of Pretrial Detention and Services and the Administrative Judge for the Circuit and District Courts for Baltimore City.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience processing and interpreting Commitments from the Circuit and District Courts for Baltimore City, calculating sentenced inmate incarceration time and length of sentence

Experience working knowledge/system experience with the Criminal Justice Information System (CJIS).

Experience working with the Baltimore City Police Fugitive Task Force Unit for the extradition of detainees/inmates and National Governor Warrants.

Experience reviewing and processing local, state, and federal writs of summons, detainers, warrants, and victim notifications.

Experience processing bail and court releases, assembling detainee commitment documents for court appearances, transfers to drug treatment programs, and mental health facilities.

Experience working with Department of Juvenile Justice Service.

LIMITATIONS ON SELECTION

Limited to current employees of the Department of Public Safety and Correctional Services.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
