Main Purpose of Job

Monitoring and Compliance Purpose: The purpose of the Monitoring and Compliance Unit is to ensure the Integritys workforce development system as well as other program areas, assess compliance with applicable laws and regulations, and to identify successful methods and promising practices that serve to enhance the system. In order to achieve this purpose, the Unit conducts annual oversight and monitoring of each region, whereby we collect, observe, review, analyze, investigate, interpret, review performance, assess compliance with applicable laws and regulations and identify continuous improvement processes. The Unit focuses on the State's message in providing a Quality Customer-Centric workforce system of services; making sure locals are responsive to the needs of both businesses and jobseekers, promote integration of services and ensure the system serves all as well as accessible to individuals with barriers and residing in remote areas. State Fiscal Monitor: The Fiscal Compliance Monitor is primarily responsible for administrative and fiscal oversight of grants and programs under WIOA Title I and special grants. Employee is also responsible for assisting with LWDA grantee audit review and resolution responsibilities. Employee will also train as needed other staff that join the WIOA Title I Monitoring Team as needed to perform annual desk reviews and on-site visits within each Local Workforce Development Area (region).

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have 1 year experience of risk assessment; analyzing and interpreting financial documents.

DESIRED OR PREFERRED QUALIFICATIONS

1. Bachelors or masters degree with concentration in accounting or finance.  

2. At least 1 year experience in verifying and interpreting budgets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
