Introduction

The Operational Services Administration is recruiting for a contractual Administrator I. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position is responsible for administering and reporting state business programs to comply with socio-economics policies for COMAR Title 21 and other related policies to ensure fair business practices are conducted and all businesses have the opportunity to obtain state contracts. The incumbent in this position will be responsible for the Minority Business Enterprise program, the Small Business Reserve program, the Veteran-Owned Small Business Enterprise program and other state business programs as determined. This position may also function as the State Purchasing Card Program Coordinator.

POSITION DUTIES

The following duties are examples of assignments by the incumbent in this position.  It is not a total list of duties, nor is it restrictive regarding job assignments.

  • Participates as a member of the Procurement Review Group to establish business goals for solicitations.  Researches certified businesses in specific categories or work that provide services. 
  • Prepares and submits required reports both internal and external for MDE as directed.  Researches performance, data and prepares strategic plans for program.  Monitors Contractor compliance with goals, address problems with Contractors in meeting goals, and provide compliance reports as directed to Contract monitors and other stakeholders.
  • Develops, implements and maintains systems, best practices and policy for Departmental adherence to al regulations, policies and practices.
  • Provides guidance to MDE staff and potential Contractors.
  • Monitors proposed legislation for changes to programs.  Functions as liaison to the Governor's Office of Small, Minority and Women's Business Affairs. 
  • Review State Purchasing Card monthly statements and spending reports to ensure that all supporting documentation and signatures are included and to verify that purchases comply with State policy and audit requirements.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • One year of procurement experience;
  • One year of analyzing and reporting statistical business data;
  • One year of financial systems experience;
  • Experience with Microsoft Office Products, preferably Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The assessment may consist of a rating of your education, training, and experience related to the requirements of the position. It is important that you provide complete and accurate information on your application. Please report all experience and education that is related to this position. For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
