Introduction

The Division of Workforce Development and Adult Learning is seeking an energetic, innovative and focused individual to join the Monitoring and Compliance Unit team. This division is home to multiple programs (Adult Education, Workforce, SCSEP, Trade and Apprenticeship, etc.)  This position serves as a Program Monitor for the Division of Workforce Development and Adult Learning within the Office of the Assistant Secretary. The Program Monitor is one of the most critical positions within the division, as it provides required oversight on behalf of the Governor per the Workforce Innovation and Opportunity Act and other federally funded programs. The unit is responsible for covering the State of Maryland in 12 local areas, with each having a unique Comprehensive American Job Center.  The funding for these programs is primarily awarded through the US Department of Labor, Licensing and Regulation and the US Department of Education.

Main Purpose of Job

The primary purpose of the job is to act as a liaison to Local Workforce Development Areas within the State of Maryland. The Regional Program Monitor will monitor program eligibility and parts of center operations of Local Workforce Development Areas receiving funds for program services under federal Title I Workforce Innovation and Opportunity Act and Title II Adult Education. The position will also conduct program monitoring under Senior Community Service Employment Program, Correctional Education and Trade Adjustment Assistance. The job will involve compliance monitoring, technical assistance, training, policy development and planning, and special project management. It will also involve coordinating with other team members to complete work projects. The position will report directly to Compliance Manager to support the unit's mission of ensuring the integrity of the workforce systems through onsite and desk monitoring and focused reviews.

POSITION DUTIES

The incumbent will provide oversight of all MD Department of Labor/DWDAL program activities whereby he/she observes, interprets, analyze, enforce, provide training and report findings, issues or concerns. In addition, they will coordinate meetings with local areas, special grantees or education institutions to discuss concerns and issues affecting their programs. The Program Monitor will work with internal Directors and Managers to coordinate local activities and assess recertification.  Will ensure effective implementation of new program policies, laws, regulations, and guidance that affect LABOR/DWDAL programs. Ensures that reviews of workforce development activities, services, and specialized program areas are planned and conducted to evaluate the integrity and effectiveness of services. Oversees the identification of any problems and works cooperatively with State and local officials to arrive at mutually acceptable corrective actions which will assure legal compliance and continuous program improvement.  This position will require traveling 75% of the time.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

One year of experience in workforce development and Associates degree from an accredited college or university with concentration in business administration, public administration, or nonprofit management.

LIMITATIONS ON SELECTION

Must be willing to travel throughout Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance over payment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
