Introduction

This position is located in the Office of Workforce Information and Performance (OWIP). OWIP's mission is to collect, analyze, and produce labor market and workforce information as a service to businesses, job seekers, students, workforce and economic development programs and their community of service providers in Maryland. Our primary function is to make workforce and economic data and analysis easily accessible for informed decisions, from individual choices to workforce and economic policy directions.

Main Purpose of Job

The primary duties and responsibilities of this position are to provide technical and training assistance to the public and staff users of the Maryland Workforce Exchange Operating system (MWE). The incumbent will act as a liaison between Department of Labor Licensing and Regulation employees and public customers; assisting with training, customer service and technical resolutions. The incumbent is responsible for providing direct support and assistance for the Maryland Workforce Exchange System. The incumbent will also provide support to the One-Stop Career Centers, Partner Agencies and Public customers, as a member of the Maryland Workforce Exchange Help Desk.

POSITION DUTIES

Provide help desk support to staff and public customers.  

Assist with data reports, data change requests and establishment of new user accounts.  

Support the System Administrator in testing system functionality, attending meetings/trainings, and assisting with specialized system projects.  

Assist with system training, instructional materials and documentation support.  

Other duties as assigned.    

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have at least 6 months of experience involving technical web based system support/help desk (customer support, testing, defect resolutions).

DESIRED OR PREFERRED QUALIFICATIONS

At least 6 months in providing system training and development of manuals, and instructional materials

At least 6 months experience with Microsoft products

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
