Introduction

Maryland 529 is an independent State Agency responsible for administering three IRC Section 529 programs:

(1) Maryland Senator Edward J. Kasemeyer Prepaid College Trust

(2) Maryland Senator Edward J. Kasemeyer College Investment Plan

(3) Maryland ABLE (Achieving a Better Life Experience) program.

The Maryland Prepaid College Trust (MPCT) is a "defined benefit" type plan and the Maryland college Investment Plan (MCIP) is a "defined contribution" type plan, both of which are designed to provide ways for families to save for future college expenses and reduce reliance on future student loan debt.  The agency also administers the State's 529A program through the ABLE Act designed for Americans living with disabilities.

Main Purpose of Job

The Agency is working on transitioning the Prepaid College Trust Account Holder Records from the current system to a new system. Prior to the transition, the agency plans to review, analyze and ensure that the information for the 30,000+ accounts in the current system is accurate.

The position will review every account, document any discrepancies, communicate to the appropriate team for correction, update Management of the progress on a regular basis and bring to the Management's attention all discrepancies that need further analysis.

The position should work with the Director of Finance to create a process document, identify the steps involved and document the progress.

POSITION DUTIES

Primary duties include, but is not limited to:

  • Create a documented work flow process of the Project.  Outline the project, the steps involved in reviewing, and communicate results.
  • Review each of the 30,000+ accounts in the Record Keeping System and confirm the following information is accurately recorded in the system.
  • Communicate with appropriate staff for corrective actions.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in researching data

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates will be subject to a background investigation including criminal and credit history.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position as presented on your application.  You may be ask to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application. Please report all experience and education that is related to this position.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
