This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments.

Main Purpose of Job

The unit is seeking a creative, thoughtful and adaptable person who thrives in a dynamic, yet nurturing environment. The Coastal Analyst will advance the goals of the department through performance measurement; coordination of internal and external messaging; developing a strategic communication and marketing plan; assisting in strategic planning activities; and coordinating programmatic initiatives related to the integration of coastal management across the department.

The candidate will be a key staff person for the Chesapeake and Coastal Service and will need to excel in a dynamic and diverse environment. Candidates applying for this position should be prepared, at times, to work evenings and off hours in order to attend meetings and perform other duties required of the position.    

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Five years of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for up to three years of the required experience.

3. Possession of a Doctorate Degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Two or more years of experience with program management and using metrics/performance based measures to communicate progress towards goals or performance issues

Experience with strategic planning and organizational goal setting

Two or more year(s) of experience creating and/or developing multiple forms of communication including written reports, presentations and online content

Experience in organizing professional conferences, trainings and workshops

Candidates for this position should possess the following knowledge and skill set:

• Development of performance-based outcome measures that will guide program management priorities and organizational performance analysis.

• Tracking performance of activities using metrics. Performing qualitative and quantitative research and data gathering and identify key themes, trends, and opportunities from performance data sets. Assists in identifying and addressing gaps.

• Strategic planning and evaluation with regards to program development. Candidate will oversee organizational performance reporting including development and publication of performance reports available to employees, leadership, and the public.

• Development and implementation of a comprehensive internal communications program.

• Provide assistance in development of Unit materials such as factsheets, technical reports, video scripts, meetings and events (e.g., briefings, scientific conferences), and other office communication materials.

• Ensuring consistent voice across all forms of communication that tone and style are consistent and appropriate to the audience and design.

• Managing interactive and social media channels.

• Strong written and communications skills.
