Main Purpose of Job
The main purpose of this position is to restore and maintain the quality of the State's ground and surface waters and provide natural resource planning in the Enforcement Division of the Water and Science Administration's Compliance Program. The incumbent of this position provides general and technical support as an enforcement action case planner and principal project manager through the preparation of litigation packages for referral to the Office of the Attorney General and by drafting written correspondence and conducting and participating in meetings with regulated entities to enforce water pollution control laws and regulations related to:
- National Pollutant Discharge Elimination System (NPDES)/State Discharge Permits for municipal and industrial facilities, NPDES Pretreatment,
- Combined sewer overflow (CSO) and sanitary sewer overflow (SSO) Programs,
- Sediment and erosion control,
- Tidal and nontidal wetlands,
- Industrial pretreatment,
- Well and septic systems and waterway construction.
The incumbent of this position may, on occasion accompany inspectors during facility/site inspections to industrial, construction sites and wastewater treatment plants. The site inspections involve special physical demands of walking over rough terrain in inclement weather, climbing, and handling of heavy equipment. The incumbent will be required to use protective equipment such as hard hat, respirator, ear plugs, safety shoes, goggles, etc.
Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.
Experience: Three years of experience in natural resources planning or applied environmental science.
Notes: 1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.
2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Experience with enforcing water pollution control laws and regulations;
- Experience determination of Significant Non-Compliance issues as established by the EPA;
- Experience working with data systems, such as the Integrated Compliance Information System (ICIS) and the Environmental Compliance History Online (ECHO);
- Knowledge of electronic reporting requirements established under 40 CFR 122 or knowledge of NetDMR;
- Experience with or knowledge related to obtaining, compiling, analyzing and interpreting data to determine compliance with laws and regulations;
- Experience cooperatively working with a diverse population, including engineers, financial analysts, attorneys, inspectors, local government officials, corporation owners and the general public.
