Main Purpose of Job

This position is administrative work requiring regular use of independent judgement and analysis in applying and interpreting administrative plans or policies. Employees are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements. This position supports the mission of the agency by providing support to the Regional Managers, the Local Boards of Elections, the temporary staffing contract for each election cycle, fiscal support and contract compliance audit review.

POSITION DUTIES

Independently plans, develops, conducts or supervises the conduct of studies and analyses of agency programs, organizations, procedures or systems; Formulates final reports and effective recommendations based on analyses conducted; Prepares or supervises the preparation and development of management tools such as procedural manuals, statistical reports, work-flow charts, performance measurement criteria or organization charts; Supervises or assists in the supervision of specific programs, sub-programs or operational units; Participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources and projected program needs; Participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion; Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations; Advises departmental officials regarding administrative practices, procedures or policies; Coordinates inter-agency transactions and provides liaison with officials in other agencies in the State, legislature, the federal government, private industry or local government agencies; May provide assistance to a higher-level administrator in the formulation and preparation of an agency's budget or portions of the budget; May supervise professional, technical, or clerical staff; Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

- Experience wit the State of Maryland Financial Management Information System. (FMIS)

- Experience balancing financial transactions/receipts.

- Experience with Accounts Payable and Accounts Receivable.

- Experience in Microsoft Excel, Google Sheets and Smartsheets.

- Experience with vendors and the general public.

- Knowledge of State Procurement Procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
