MDH/Behavioral Health Administration (BHA), Catonsville, Maryland

POSITION DUTIES

The purpose of this position is to function as the manager of General Services Operations for the Behavioral Health Administration. This is supervisory work with oversight of another professional position as well as direct responsibility over specific areas including: maintenance and key repairs/requests, telecommunications (phones, hotspots, iPads, and cell phones) repairs/services, fax/repairs/services/monitoring, space assignments/renovations/ design, records retention scheduling/storage/pick-up, and furniture/equipment requests/ repairs. This position is the BHA representative for MEMA/MDH Office of Preparedness and Response and writes grant agreement’s for Maryland’s Hospital Preparedness Program for Behavioral Health Facilities. Additional work includes: Attend meetings and/or participate in monthly conference calls on any and all health-related concerns or events affecting general population; provides work plan documents and budget allocations for the facilities to submit proposed projects for their facility (total of 7 facilities); back-up to the facilities and other special projects assigned.

This position is also responsible, through direct supervision, for the additional following areas: Building manager for four BHA buildings on Spring Grove Campus; working closely with the maintenance staff at SGHC to ensure repair and/or replacement of building equipment is completed; evaluating ADA requests and resolves the accommodation(s) that are necessary; monitors electronic office equipment such as: copiers and vending machines for service replacement and/or repairs - making sure the vendor is compliant to the terms and conditions of the State contract; performing building assessments on employee workspace/buildings and make recommendations of new plans and policies to executive staff to improve work environment and daily operations; Designated Property Accountable Officer for BHA’s inventory of furniture and equipment assigned to the division; writing detail plans and specifications for maintenance projects on campus for the Maintenance Chief, Spring Grove Hospital Center; attend construction/maintenance project meetings and progress meetings with the architect and engineering firm, contractor, construction inspector and maintenance chief to ensure contractor is compliant to the terms and conditions of the State issued contract.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position should possess:

  • experience in continuity of operations/emergency management
  • experience overseeing contracts and/or procurements for the purpose of building services
  • experience within public sector inventory control activities

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
