Main Purpose of Job
The Contract Officer is responsible for providing policy and procedures guidance to the Family Investment Administration (FIA), Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) third-party partners statewide. The incumbent in this position provides expert advice, consultation, information, interpretation and technical support in conjunction with other Department of Human Services (DHS) staff and serve as a major contributor to the development and completion of SNAP E&T contract to ensure compliance with department policies, state and federal laws and regulations.
POSITION DUTIES
Monitors and tracks contract performance of SNAP E&T third-party partners and Local Department of Social Services (LDSS) offices; provides technical assistance, SNAP policy information and clarification to DHS staff, vendors and other stakeholders.
Promotes SNAP E&T services to stakeholders and the general public, disseminate outreach material and attends community events; contributes to the development of the SNAP E&T annual plan; conducts customer satisfaction surveys to determine the effectiveness of program activities; provides customer service to both internal and external customers that meet or exceed the standards set by the Department; coordinates the development of SNAP E&T proposal guidelines; manages internal contracts approval process; and conducts on-site visits to determine vendors' compliance with program policies and regulations.
Reviews, evaluates and analyzes third-party partners' caseload to determine variances from program standards; develops third-party partners' training and other interventions to mitigate risks identified during site visits; completes contract forms and manages the review and approval of each third-party partner contract; organizes and maintains SNAP E&T third-party partners' records; serves as a primary point of contact for third-party partners, DHS' Central Procurement Unit and the Division of Budget Management on issues related to SNAP E&T contracts; assists in drafting the SNAP E&T Provider Handbook; and performs other related duties.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS

One year experience in monitoring and tracking performance of service delivery and composing data management reports of a human service program.

One year network systems experience, such as WORKS, Client Automated Resource and Eligibility System (CARES), Data Watch, and Fiscal Management Information System (FMIS).

Knowledge and use of personal computer, MS Office and network servers for database management, reporting and spreadsheets.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
