Main Purpose of Job

This position is responsible for monitoring and managing contracts that assists the Department of Human Services (DHS), Family Investment Administration (FIA), Bureau of Disability Services Operations (BDSO) children in foster care and adults who receive Temporary Disability Assistance Program (TDAP), Public Assistance to Adults (PAA) and Temporary Cash Assistance (TCA) who have medical conditions, by pursuing Federal Disability Benefits from the Social Security Administration (SSA). The incumbent in this position monitors and manages contracts that assist the State Review Team (SRT) in making a disability determination when required for Medical Assistance (MA) cases. This position is also responsible for monitoring and evaluating bureau contracts to ensure compliance, providing clarification to contractors, reviewing and approving deliverables; and maintains files of all contract activities.

POSITION DUTIES

This position monitors and assists in the oversight and development of contracts within the BDSO; provides contract clarification to contractors to ensure contract compliance; oversees the work of the contractors, with specific emphasis on deliverables of the contracts; coordinates meetings between the State and the contracts, as appropriate to discuss activities and procedures to resolve any issues that may arise; reviews and approves deliverables; returns deficient deliverables to contractors requiring appropriate corrective action; develops and implements corrective action procedures; approves plan and follow-up to ensure action is taken to resolve identified deficiencies; prepares periodic monitoring reports that incorporate and document all activities that occurred during the reporting period and submit report to State's Project Manager; maintains files of all contracts; ensures the accuracy of charges and approves for payment; assists management with preparation of Request for Proposals/Invitation for Bids as needed; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of the required minimum qualification experience must have been in the development, oversight and monitoring of contracts within a governmental assistance or human service program. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Two years experience with using Microsoft Office, Word, Excel, and PowerPoint.  

2. Two years experience in the administration and/or overseeing compliance of a human services program.  

3. Excellent oral and written communication skills.
