Main Purpose of Job

This position serves as the Program Review Quality Assurance Analyst for the Child Support Administration (CSA) within the Department of Human Services (DHS). The incumbent in this position is responsible for supporting the development and implementation the Quality Assurance (QA) process within the Local Offices of Child Support (OCS) and CSA leadership; designs technical assistance strategies for the Child Support program based on the review and analysis of quantitative and qualitative data; assists with customizing local, regional, and statewide technical assistance plans; consults with local department administrators and CSA Headquarters; participates in meetings with other internal and external stakeholders; conducts program evaluation and case reviews of the OCS; conducts case reviews; provides consultation on strategies to improve child support practice, performance, and outcomes; decides which corrective action procedures are appropriate and complies with Federal and State regulations and policies; and determines if corrective actions provided are adequate for resolving deficiencies and recommended approvals.

POSITION DUTIES

Conducts quality assurance reviews with the OCS.

Coordinates local OCS preparation and participation in the quality assurance process; conducts face-to-face meetings, trainings, telephone calls, technical assistance, and prepares and sends formal correspondences; gathers and analyzes data, including CSA indicators, case reviews, and other data sources.

Reviews and prepares analytical reports.

Asses the local OCS performances and outcomes based on Local, State, and Federal, national standards and best practices; conducts comprehensive child support reviews in the Child Support Enforcement System (CSES) following the formal case review instrument; writes comprehensive reports of data and case review findings.

Analyzes quantitative and qualitative data to determine State and Local child support trends and causes in practice, performance, and outcomes.

Provides consultation to the Local OCS during development of Quality Assurance Plans; monitors the implementations and progress of the Quality Assurance Plan.

Consults and provides recommendations on course-corrections as needed, based on analysis of data and other information; decides which corrective action procedures are appropriate and complies with Federal and State regulations and policies.

Determines if corrective actions provided are adequate for resolving deficiencies and recommends approval; considers all child support policies, regulations, laws, and best practices in assessing child support practice, performance, and outcomes to recommend improvement strategies; and performs all other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of the required minimum qualifications experience must have been conducting quality control reviews in a Title IV-D Child Support Program.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred

qualification(s). Include clear and specific information on your application regarding the qualifications.  The ideal candidate will possess the following:

1.Two years of experience performing case level reviews

2.Two years of experience interpreting regulations and policies.

3.Two years of experience working with Child Support Enforcement System (CSES).

4.Experience with Microsoft Excel (creating spreadsheets and using formulas) and MS Word.

5.Strong written and oral communications skills.

6.Strong time management skills demonstrating flexibility with prioritizing and multi-tasking effectively in a busy environment.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
