Introduction

The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland.  MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodations and the State's commercial non-discrimination policy.

Main Purpose of Job

The main purpose of this position is to implement State Government Title 20 and the Commission's Rules of Procedure through assignments of a variety of Agency functions. This position serves as an intake officer and community outreach/public information specialist.

POSITION DUTIES

The Intake Officer thoroughly interviews Complainants and prepares a written charge of discrimination.  This person obtains the preliminary information of the alleged discrimination and prepares the file containing the first substantive written information about the case.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute administrative work experience, on a year-for-year basis, for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university, on a year- for-year basis, for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

3 years or more work experience in an office setting

Undergraduate or Graduate Degree course work in Civil Rights, Housing Discrimination, Americans with Disabilities Act, Equal Employment Law, Negotiations and Conflict Management or Alternative Dispute Resolution

Proficiency in Spanish

Experience in drafting reports

Experience interviewing and/or conducting investigations

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.
