Main Purpose of Job

The incumbent in this position will be responsible for supporting the development and implementation of a robust CQI (Continuous Quality Improvement) process that utilizes evidence-driven, decision-making within LDSSs (Local Department of Social Services) and by SSA (Social Services Administration) leadership. The incumbent will design technical assistance strategies for child welfare programs based on the review and analysis of qualitative and qualitative data. The job duties will entail assisting with customizing local, regional, and statewide technical assistance plans, consultations with local department administrators and federal program officers, and participating in meetings with other internal and external stakeholders. The CQI Analyst conducts program evaluation of the Local Department's child welfare programs, including: analyzing performance and outcome data; conducting case reviews; interviewing children, families, and community stakeholders; and providing consultation on strategies to improve child welfare practice, performance, and outcomes. Knowledge of child welfare policies, regulations, laws, and best practices is essential in evaluating child welfare practice, performance, and outcomes, as are data analysis skills. Additional requirements/tasks: overnight travel up to 40% to the Local Department of Social Services. Ability to drive state or personal vehicle is also required. Occasional consultation on CQI is provided to the Office of Adult Services. The function of this position is essential in ensuring that LDSS services are reviewed.

POSITION DUTIES

Conducts Continuous Quality Improvement reviews with the 24 Local Departments of Social Services (LDSS); Coordinates LDSS preparation and participation in the CQI process; Conducts face-to-face meetings, trainings, telephone calls, technical assistance, and prepares and sends formal correspondence; Gathers and analyzes data, including SSA Indicators, case reviews, interviews, and other data sources; Reviews and prepares analytical reports; Assesses the LDSS child welfare performance and outcomes based on local, state, federal, national standards, and best practices; Conducts comprehensive child welfare reviews in Maryland Children's Electronic Social Services Information Exchange (MD CHESSIE), following the formal case review instrument; Conducts interviews with children, families, caseworkers, supervisors, and community stakeholders; Writes comprehensive reports of data, case review, and interview findings; Analyzes quantitative and qualitative data to determine state and local child welfare trends and causes in practice, performance, and outcomes; Provides consultation to the LDSS during development of Continuous Improvement Plans; Monitors the implementations and progress of Continuous Improvement Plan. Consults and provides recommendations on course-corrections as needed, based on analysis of data and other information; Considers all relevant child welfare policies, regulations, laws, and best practices in assessing child welfare practice, performance, and outcomes and in recommending improvement strategies; and perform all other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Two years of direct field experience in a public or private child welfare agency 

OR

Two years of experience working in a federal, state or local human services agency providing data analysis, program evaluation or program management of a program closely related to the child welfare population.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess the following:

1. Two years of experience utilizing the Statewide Automated Child Welfare Information System, qualitative and quantitative data analysis and Maryland Children's Electronic Social Services Information Exchange (MD CHEESIE).

2. Two years of experience implementing continuous quality improvement processes in a human services environment.

3. Two years of experience interviewing stakeholders in the Human Services Field.

4. Two years of experience synthesizing/analyzing information from written sources such as case records or verbal sources such as interviewing stakeholders.

5. Flexibility in a busy environment.

6. Strong time management, priority setting and problem-solving skills.
