Main Purpose of Job

This position will serve as the Project Director for the Medication Assisted Treatment -Prescription Drug and Opioid Addiction (MAT-PDOA) grant. MAT-PDOA is a three year $1.57 million SAMHSA initiative that seeks to enhance existing Medication Assisted Treatment (MAT) services and expand access to treatment and recovery support services for women at high-risk of overdose due to their prescription drug use or opioid addiction. In addition, the Project Director will provide oversight and operational support to the Director, Office of Gender-Specific Services in implementing a Maryland Department of Human Services (DHS), Social Services Administration (SSA) sponsored Sobriety Treatment and Recovery Team (START) practice demonstration model in various jurisdictions, in conjunction with the local departments of social services (LDSS). This Project is designed to improve the safety, permanency, well-being, and recovery outcomes for children, parents, and other family members, who are involved in child welfare cases and who are affected by substance use disorder. The Project Director, PWWC Grants has full responsibility for understanding all functions of the Gender Specific Services Office. The position is responsible for fiscal and administrative management, oversight, and ongoing implementation of grants and project activities; ensuring the completion of all grant and project deliverables; monitoring and reporting on jurisdictional adherence with required performance measures, responding to complaints or concerns related to the project; and providing targeted training and technical assistance to state and local participating grantee and partnering organizations. This position is responsible for analyzing program data and working collaboratively with the jurisdictional implementation team and other state and local stakeholders to effectively utilize project resources to develop and maintain an integrated service delivery system that provides effective behavioral health services and promotes public health, sustained recovery and safety for service recipients, families and communities.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.  A copy of your transcript must be attached to the application.

Experience:  Five years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES:

1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional work related to treatment and services for persons with alcohol or other substance abuse addiction.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
